Are there 3 ESU's for the 2020 W4 changes?

Earlier research showed that there were 3 ESU's that would need to be taken in order to gain all of the functionality of the new 2020 W4 for 9.2.  Now I am finding only one (JN17592).  Have they all been combined into a single ESU now?
