Form Extensions not working with Application Security on Versions (Bug 29252562)

Hello,

We are on E1 9.2 and Tools Release 9.2.3.4.  Recently I promoted a form extension to PY for user testing and noticed that the user is not seeing the changes.  I made sure the UDO security was setup correctly.  When I tested it with another user (who is assigned different role), he was able to see the changes.  While analyzing the issue, I came across this Bug on MOSC (Bug 29252562) which talks about "Form extensions not working with Application Security on Versions".  We are experiencing exact same issue.  The user who is not able to see the changes has a role which is having Application Security set by version.
