Payee Take and Absence Request Drop List

In the past, the By Payee Indicator was simply to restrict the take from being on the self-service Absence Request drop list, but since Fluid and the redesign of the Absence Request page, it seems that those Payee Level Takes are showing up and allowing the employee to see.  I really need this fixed as such leaves like mil training are onlt allowed by those who have the proper military paperwork and have the take active in Assign Entl and Takes.  The same holds true for a special leave the the C suite get in addition to all the rest
