Restrict acces to user in Oracle Payables forms

Greetings dear experts,

We are looking for customization with standard AP menus, but we would like to restrict a specific user in the uses/inquiries in payables module with a specific group of accounts, this means that they will only be able to query invoices/payments that have second account segment value as 0301. Is this possible? How can we achieve this requirement through oracle user's custom responsibilities?
