API to update Balance feed control

Is there an API to update balance feed controls (Rel 12.2.8)?  The underlying table is PAY_SUB_CLASSIFICATION_RULES_F. 

We have a bunch of legislative changes which came through in a patch with new balance types.  These now need to get linked to several different custom elements.  The old balance feed cotrol needs to be end dated also.

If not, what is the correct way of doing bulk updates on this table?

Any help will be appreciated.
