ACA 2019 - 1094c Part III FT employee count changed

Can anyone confirm if there were changes to how the Part III Full-Time Employee counts are calculated for the 1094C?  We loaded the 2019 Phase 1 patch and just archived data.  When I look at the 1094C, the queries I used in prior years to pull counts from the per_all_people_f table no longer match the FT counts on the 1094C results.  My query is just looking for full-time staff marked as ACA who were employed on the first day of the month in question.

My query to match the Total Employee Count matches each month.

On the GRE/Legal Entity > ACA Reporting Requirement screen, we have "Employee Count Date to Use" = "F".
