how are guam & peurto rico territories tax data setup handled based on 2020 W4 form

2020 Federal W4 form allows only amounts but current State Tax data setup has allowances. When an Employee in Guam submits a federal W4, system used to auto update State Tax data also for GU with same information as federal. How is this handled based on 2020 W4?
