PRC: Generate Financial Plan Amounts Locks only a few Forecasts

When running the request "PRC: Generate Financial Plan Amounts" to generate a forecast for all Capital Projects it locks a few random (at least seems to be random) forecasts.  This is causing a minor issue as when the project manager goes in to adjust and make changes to the forecast or approve they can't becuase it is locked by myself because I ran the request.  Most projects do not get locked so everything is fine but ones that are locked I either have to go in and unlock them or the project manager has to generate a new one.  Does
