Single Project/Activity Combination Assigned to Multiple Amount Based Contracts/Contract Lines

Currently, we are able to assign the same project/activity combination to multiple Amount Based Contract Lines/Contracts. There seems to be a system check that prevents the same Project/Activity combination from being assigned to multiple Rate based contract lines, so why can you assign the same project/activity combination to multiple Amount Based Contract Lines?
