Smart View installation on a terminal server

Dear experts,

Does anyone have any experience with the Smart View installation on a terminal server to be used by multiple remote users? We have run into an issue that users cannot open FR reports from the Smart View. The report is properly displayed in the preview window, but after pressing Finish nothing happens, Excel worksheet is still empty. This does not happen if we choose "Run as administrator" when starting Excel, but it is not an option. Oracle Support was unable to provide us with any specific installation guidance. Any insight would be greatly appreciated.

Smart View 11.1.2.5.910, tried Windows Server 2012 R2, 2016, 2019 and Office 2016 and 2019.
