Class Association Requisites - Enrollment Requisite Status is Satisfied Though Conditional

I have class association requisites set up where the catalog requisite is also used.  I have students enrolling with an enrollment requirement status equal to "satisfied" even though both the catalog requisite and class association have a "Conditional" status.  Where is this set?  Our PERC process does not check these students because they are in a "Satisfied" status.  Thank you!
