ePerformance - Approval Tile

We are implementing ePerformance and I can see through the Monitor Approvals that the documents are routed to the correct approver... but the approver is not able to access the document through the Approval Tile.  Navigating to the MSS menu options also does not work.  I can approve on their behalf through Monitor Approvals.  Is there specific setup for the Approval Tile?  THe users have the Fluid Approvals role, and can see other approval items in the tile, just not the ePerformance approvals.
