How to route WF approval requests for Supervisors who do not have Oracle user but have employee reco

How to route WF approval requests for Supervisors who do not have Oracle user but have employee record to any specific user? This is specifically when using OTL Timecard approvals - "HR Supervisor" approval style, that way all the submitted timecards go to the employee HR Supervisor for approval but there are few employees whose supervisors do not even have access to Oracle. Please suggest how this can be achieved.
