Wrong code on Line 14

Here is the scenario:   Employee has been offered family coverage but the employee chose to select single coverage. As a result the line 14 is showing as 1B, Line 15 is showing $0.0 and Line 16 has 2C for all months. As per our business, it is incorrect because 1B means the qualifying essential coverage is offered to the employee only, whereas it’s the employee who chose single coverage when family coverage is offered. Also, Line 15 is showing $0.0 when employee is contributing $ 90.06 bi-weekly and why is 2C on line 16 when employee is covered all 12 months.

Please let me know if anyone has overcome this isssue? Is this anyting to do with the setup?
