What could cause a PDBA in Group Plan DBA to not calculate for some (not all) employees who share th

It seems the affected DBA's were not flagged as 'Include In Union Plan', so turning the flag on, the benefits calculated correctly.  However, after trying to duplicate in PY with the 'Include In Union Plan' not turned on, the benefit calculated correctly, so I was not able to duplicate the issue. F0709 attached.

Any suggestions are appreciated!
