Work Center message purging in JDE 9.2

Product- JDE 9.2, Enterprise One Tool Release 9.2.2.5

1) In 9.2, When we are running R01131P with PO values as 1 and specific date range to purge records.

2) After 1st step, we are running R01131M to delete orphan records , but in F01131M and F00166 records still exists.

My query is , why some records are not getting deleted from F01131M and F00166.Is deleting these records through SQL is the only option.
