ACA Employee Transmittal Data -> Warning Other person exist with this name

We are currently testing the new ACA PRP, and the recent PRP for (Self-Only Lowest Cost is over 10,000) issue. When we go to Benefits -> ACA Annual Processing -> Create ACA Form Data -> ACA Employee Transmittal Data. Then we attempt to add new row for Sequence Data for user (Process status = User Modified), and update the "Employee Monthly Data" tab/page by adding/update month value for Box 16 (SafeHarbor & OtherRelief Code)  in Part II Employee Monthly Codes -> Then Click the save button. We receive warning message like the one below. We updated 20 employees, but only
