Item imported and has accounted cost but not denominated or project cost

We imported a batch of cost from Inventory, as we do every week, then distributed.  The items are normal, except for one that looks like this:

Quantity -1

Accounted Cost $2850

Denominated Cost  $0

Project Cost $0

Has anyone seen this?  Where the denominated cost is zero but the accounted cost isn't?  We tried flagging it to re-distribute and re-running the distribute process and it came out the same. 

Ideas for how to fix it?
