Separate Licensing needed for using EM13 MySQL Plugin

Hey,

do I need a separate license for EM13 for using the MySQL Plugin (Oracle Enterprise Manager for MySQL Database).

In the licensing guide https://docs.oracle.com/cd/E73210_01/OEMLI/OEMLI.pdf are only mentioned the Non-Oracle Databases (SQL Server / DB2 / Sybase). For this databases a license is needed.

I hope you can help me.
