EDI 810 from Order Management not showing any lines

I just created an order in Oracle Order Management that contained charges.  I shipped the order and ran autoinvoice.   Then ran the extract process for the 810.

The EDI file contained a header only and the logfile says this:

Progress level 2594-60: No ALLOWANCE CHARGES HEADER level rows processed for transaction INO.

  Progress level 2854-60: No LINE level rows processed for transaction INO.

The EDI file contained a header only, no lines, yet there was 1 line and 1 freight charge.  Please let me know how to determine the cause of this.
