Philadelphia Local Tax - 510101 - How to maintain?

Hello -

My employer is recently new to the Philadelphia area.  We've found the Philly taxes to be a bit tricky.  We now know that for people who live in Philadelphia they need the locality code 510101 setup for employees.  How do people maintain this given that its driven from the address of the employee not the location?

How do you handle hires?  Address changes into and out of Philadelphia?  Has anyone customized to automated this?  And was the customization triggered from the 'City' field?

We're just looking for the most efficient, ideally, not manual setup to maintain this tax code for Philly residents.
