How to create Item rule set for a item attribute in PIM based on attribute from PD

I am trying to create a rule set in PD to update a PIM attribute based on attribute value in PD.

The PIM attribute on item is a list value of user id. When I try to create the rule, system prompts me to enter the numeric ID assigned to the user id and not user id.

After creating the item rule set, on item when I trigger the rule, I get a error message that the value is invalid.

Any idea, why this issue occurs.
