Order Management - Order Entree Form

Hi All

While enter an order via OM Order entree form, there is the check box SHIP COMPLETE on line level, which can be ticked manually for each item. Currently I try to find out how customers can be setup so, that all there orders can be defaulted to be ship complete only. If anyone can help me out I would be happy because all documents I have read so far, even doesn't say anything regarding Ship Complete and also nothing about this field

Current Oracle Release 12.2.5
