Create ACA XML Files error message states a receipt ID and Accepted/Accepted with Error transmission

Create ACA XML Files error message saying a receipt ID and Accepted/Accepted with Error transmission history is needed. History does have accepted for prior years, and no data for 2019. Why is the error appearing? Anyone else receiving this message in error?

Message

Accepted or Accepted with Error transmission history with a Receipt ID is not found (3004,623)

At least one ACA Transmission History with a Receipt ID must be in Accepted or Accepted with Error Transmission status before a Correction process can be processed. Review and update the ACA Transmission History as required.

I am not trying to correct. I am trying to create the original 2019 file.
