How to disable create customer and update name/address in customer menu

Hi:

We are using EBS version 12.2.7

I want to modify the customer menu so that the page the create button is gray out and cannot allow to create new customer and also will disable update to name and address. However, we don't want to use the customer inquiry menu because we still want to make update to other areas. Gurus, please advise. Thank you very much!
