Allow for approvers to edit cancelled absence

We recently had a situation where an employee had cancelled a scheduled absence and then wound up being ill on that day, anyway.  His manager was unable to edit and resubmit the event on his behalf.  The manager had to go to the admin.

We did further testing and research and found that no approver can edit a cancelled event.  We reported this to Oracle in an SR.  The engineer replicated the issue, opened a BUG and was informed by development that this is working as designed.

This 'design'  is not very practical.  If the requester is not available to edit/resubmit the request, his manager or supervisor should be able to make those changes on his behalf and not always have to go to the Admin.
