Assign Entl and Take - Payee Takes - Showing Up for ALL employees is Absence Request

I need some help - I think I know the culprit, but I need your all's help in validating and then resolving this issue.

In classic Absence Request, the first entry is the start date, then end date, and then the selection of the Take, but in Fluid Absence Request is backwards by starting with the drop-list of Takes, and then looking at the dates - with NO validation of Eligibility Group Takes in Element Groups listed as PAYEE LEVEL.  This is now in Fluid and Classic Pum 19 (I think) causing a drop list of inelligible Absence Takes that are supposed to be assigned to the employee as PAYEE LEVEL and authorized for a date range in Absence Entitlement and Takes.
