Does anyone know how the table PA_CC_ORG_RELATIONSHIPS is populated?

Does anyone know how the table PA_CC_ORG_RELATIONSHIPS is populated?   We would like to insert rows into this table so that we can cross-charge between operating units to capital projects.  However, we cannot find any documentation that explains how such OU relationships can be added to this table.
