Patch 9348486: Self update - Invalid structure. su_manifest.xml is missing from the archive.

Just trying to do a self update, as our OMS server does not have network connectivity.  when trying to import the file I receive the following error message:

\oem\mw_13.3\bin>emcli import_update -omslocal -file=d:\temp\p9348486_112000_Generic.zip

Internal Error: Import of update failed. Error: Invalid structure. su_manifest.xml is missing from the archive.

Can the EM support team please review the contents of this patch?
