Quality Initiated Work Request is not generated

The Quality collection plan is not triggering Work request based on Condition defined . But the quality Collection plan is generating Work Order with no issues. Also Email generation works with no issues.

Puzzled why Work Request won't generate. but no issues with Work Order or Email
