I am not able to do change order for a requisition

I am not able to do change order for a requisition. The requisition has two lines. One PO line is fully received and another is not but both the lines are in open status. When I try to perform the Change Order in it column Quantity,Price and Amount is not editable and only cancel is applicable.

Please let me know the reason behind this.
