October 2019 Critical Patch Update for Oracle 11.2.0.4

I have been waiting for the Windows OJVM BP, Patch 30268157 to be released. Last ETA given was 31-Jan-2020, but the ETA hasn't been updated, and the patch is still not available. What is going on? I have never seen a patch delayed almost a month into the following quarter.
