Understanding Oracle 19.x releases and patches.

We are testing out Oracle 19c upgrade paths.
Currently at 12.1---

We have a new cluster that we installed with 19.3.0.0 RAC and grid.

Trying to apply 19.6.0.0 Patches now.
Linux 7.x

I have read up on the new naming convention of Oracle releases and patches.
Having difficulty matching with what I know from 12.x.

If I had a brand new cluster with Linux 7, I should be able to go directly to version 19.6.0.0.
am I right?

Any info is appreciated.
