Oracle 12c Database not automatically opening even with AUTOSTART=TRUE

We have just upgraded to Oracle 12c and our one server will not open the database automatically even though the registry key AUTOSTART=TRUE. On my other install the database is opening fine with the same settings. Has anyone else had issues with the database not opening when the service start? Thank you.
