How do I resolve the "BUILD PENDING" entry within "PENDING_ROLE_CHANGE_TASKS" subsequent to activati

Subsequent to a failure of out primary data centre, a physical standby database at our disaster recover data centre was activated for use by our mid-tier. This database is operational, but... the "PENDING_ROLE_CHANGE_TASKS" element of the database is populated with "BUILD PENDING". I am currently attempting to re-establish standbies for this new primary database, but... am of the belief that this pending task will need to be resolved before this activated primary database will operate with new physical standby databases.
