New Earnings as Regular non-worked, 8 hours input value, but only pays for 4 hours

It has been a long time since we've created new earnings.  With a new requirement, we need to create a new earnings for time off.  We previously used the Category of Regular non-worked (non-recurring, and hours x rate).  When I test this in a quick pay, the results are for 4 hours, not 8. Or 40 instead of 80.   Why???? The previous elements work correctly.  The only change is that we have upgraded to 12.2 in the last 9 months.  Did something change with the upgrade from 12.1 to 12.2?
