Tasks missing under Navigation on web dev client.

I have a E900/9.1.4.7 weblogic web dev local client.   We can launch the web dev.  It signs on automatically.  But when the user tries to use the navigation, only the first level of Menu Tasks is available, I cannot see the tasks associated past the first level..  From the web client with the same user id, environment, role, I can see all of the tasks in the Navigation and travel down to the actual tasks.
