Fluid Open Enrollment Cancel & Complete Actions

We are testing the Fluid Open Enrollment when we unexpectedly came across the Cancel & Complete actions by selecting the 3 stacked dots in the upper right corner of the page. We thought they were the actions defined in the Additional Actions step within the OE Activity guide.  But when I deselected them and saved the OE Activity Guide, I found the actions were still available.  I'm looking for information about the purpose and effect using these actions do for Open Enrollment. It may seem obvious what they do. But so far from trail & error, we found that selecting
