Retiree on Medicare but dependent needs health enrollment within Peoplesoft

Our medicare eligible retirees may begin electing health care plans outside of PeopleSoft but we would like to be able to enroll their underage dependents in health plans within PeopleSoft.  Has anyone created a set up that allows that?
