TxkOnPremPrePDBCreationTasks.pl fails With Error "ERRORMSG: Unable to evaluate DB host and domain"

Hi,

am trying to upgrade EBS 12C Database to 19c by following (Doc ID 2580629.1). applied all interoperability patches and  when i run TxkOnPremPrePDBCreationTasks.pl, it  fails With Error "ERRORMSG: Unable to evaluate DB host and domain".

any thoughts how to resolve this ?

i found this metalink Notes (Doc ID 2621768.1) asking to apply patch , which i already did as part of pre req's. but no luck.
