ECC developer function not avaliable under ECC developer Responsibility

I followed the Installing Oracle Enterprise Command Center Framework, Release 12.2 (Latest Version) (Doc ID 2495053.1) to implement ECC. Everything was fine in TEST and UAT instance.

In PROD, after assigning ECC Developer responsibility successfully, every time i click on ECC Developer responsibility I'm receiving following message in the URL with blank page.

fnderror.jsp?text=The+ECC+Developer+function+is+not+available+under+the+ECC+Developer+responsibility.&erst=bmyaBBPOULeHhXWA55q-Aw..

I have no idea what to do at this point. We didn't have this issue in TEST,DEV,TRAIN.
