Unable to update or delete error record in Pending Resource transaction form

Hello,

We are in 12.2.8 and use avg costing method. There is one errored record in Pending transaction form which we are unable to update or delete. When trying to resubmit by clicking on Resubmit checkbox or populate any field in the record, getting below  error.

FRM-40735: ON-LOCK trigger raised unhandled exception ORA-01403.

There are two message error record is showing

1.  EMPLOYEE_NUM              You can only enter an employee number for Person resources

2. TRANSACTION_UOM       Alternate unit of measure not valid. Please re-enter.

Any pointers   on how to fix the issue in terms of any front end fix or some datafix  script  to delete the record from wip_cst_trxn_interface table.
