Periodic data loading as YTD

I'm extracting Periodic data from one HFM app and loading to another.  The load completes without errors, but the app treats the file as if the data were being loaded YTD instead of Periodic, i.e. the Periodic amounts become the YTD amounts in the target app and periodic values are adjusted accordingly.  The apps have different fiscal years / calendars, but I don't see how that could be making a difference. 

Is there somewhere that HFM assumes a data file is being loaded YTD even if Periodic is clearly stated on each line?  What could be causing this?

note: this is NOT being loaded through FDM; it's being loaded through the Load - Data screen with a file.  Also, the result is the same both before and after consolidation, so I don't think my calc rules are causing any issue.
