Is Oracle Projects mandatory for Contingent Worker-Purchase Order- Oracle Time & Labor -Receipts pro

Do we need to use Oracle Projects for using  Contingent Worker-Purchase Order- Oracle Time & Labor -Receipts process.

We are planning to use Services Procurement, Contingent Worker Procurement process, however we are not having Oracle Projects to support it. We wonder whether we can still go ahead with the Contingent worker procurement process with Oracle Services Procurement and their time sheet entries with OTL (without mentioning the Projects) and making automated receipts in Oracle Purchasing. Is this possible.
