Cannot start listener under new ORACLE_HOME 12.2

We have 2 Oracle installation 12.1 and 12.2 on the same server. One listener is serving on standard port 1521 under 12.1 OH. When trying to to start listener under 12.2 OH on another port 1526 the command returns "listener has already been started".
