SQL Plan Baseline

Dear Experts,

I made a fixed SQL Plan Baseline for a participial SQL_ID but sometimes baseline is ignored and optimizes chooses other plan hash. This causes performance issue.

Is it possible to force optimizer to use only fixed  SQL Plan Baseline?
