AWE-don't route higher than VP level

Hello!  We are on HCM 9.2 PUM 32 and are setting up our workflow for several MSS transactions (e.g. Promotion, Ad Hoc Salary Change). Our initial approval step is to route it to the supervisor of the originator. So if manager A creates a transaction it will route to their supervisor (and then some subsequent approvers). That is working fine in most situations. However, we don't want transactions to route higher than the VP level. So if a VP originates a transaction, we don't want it to route to their 'supervisor' (e.g. SVP, EVP or C-level) so we want it
