ORA-38818: illegal reference to editioned object SYSMAN.AQ$_MGMT_ADMINMSG_BUS_V

It is known problem during installation of new OEM13.4.   At least in the documentation it is mentioned about it. They(you?) write about a one-off patch which repair this bug.  The point is I cannot find any number of this patch.  My Database version is 12.2.0.1. I try to install OEM with RU OCT2019  as well as with RU JAN2020. The result is the same  - as in the title.

Could you please give me a hint where to find out this one-off patch ?
