ORA-00450/ORA-00603 after early shutdown

Hello,

I've been having some trouble with an Oracle Database 12c Enterprise server, running on x86-64 Linux. When the database instance is shut down with a somewhat precise timing during database startup, the server will seemingly crash with ORA-00450 followed by ORA-00603, leaving its IPC shared memory and semaphores allocated (and also an incident details file).
