preupgrade.jar failing

We are trying to upgrade to 19c from 12.1.0.2

The PreUpgrade.jar file is failing in the 12c DB as below

njdbrmask:/home/oracle$ unset ORA_NLS10

njdbrmask:/home/oracle$ unset SHLIB_PATH

njdbrmask:/home/oracle$ unset TNS_ADMIN

njdbrmask:/home/oracle$ unset PERL5LIB

njdbrmask:/home/oracle$ unset LIBPATH

njdbrmask:/home/oracle$ /d01/app/oracle/REALMASK/db/tech_st/12.1.0/jdk/bin/java -jar /d01/app/oracle/REALMASK/db/tech_st/19.3.0/rdbms/admin/preupgrade.jar TERMINAL TEXT
